Longtime California Volunteer, Bill Carter, Receives Little League® Chairman’s Award at the 26th Little League International Congress

Little League® District Administrators are some of the most dedicated, tireless volunteers in the Little League program. At the 26th Little League International Congress, Little League recognized Bill Carter, former California District 11 Administrator and long-time volunteer umpire, with the Chairman’s Award.

Dr. Davie Jane Gilmour, Little League International Board of Directors Chairman, presented Mr. Carter with the award. Mr. Carter has been a volunteer Little League umpire for nearly 35 years. In 2005, he had the distinction of being a part of the umpire crew at the Little League Baseball World Series. In 1991, Mr. Carter helped form California District 11, serving as the District Administrator for the leagues in the area northeast of Sacramento.

“Tireless in his support of the leagues in his district, state and region, Bill is both an advocate and ambassador for Little League,” said Dr. Gilmour. “He is one of those rare people who has experienced Little League at its basic, local level and the highest administrative levels. His understanding and appreciation for the role that Little League can play in a community is invaluable”

Having umpired at every level of Little League Baseball, and most levels of Little League Softball, Mr. Carter is a devoted officiating educator. He has hosted numerous umpire clinics, contributed to Little League’s Fairball newsletter, and served as a mentor for countless volunteer organizers and umpires within the Little League program.

“I could not be more grateful, and I am honored to receive this award,” said Mr. Carter. “Little League has meant so much to me and my family, and it’s a privilege to work with so many great volunteers to give the children an opportunity to play baseball and softball.”

Mr. Carter and his wife, Beverly, have been married 47 years. They reside in Placerville, Calif., and have two adult sons and two grandchildren.
