Little League International Mourns the Passing of U.S. Virgin Islands District Administrator Joe Samuel

Little League International mourns the passing of Joe Samuel, U.S. Virgin Islands District Administrator, and a former member of the Little International Advisory Board.

Mr. Samuel, 76, of Fredriksted, St. Croix, served as U.S. Virgin Islands District Administrator for 33 years, having begun his tenure in 1977. He received his 30-year service pin in 2007, at the 24th Little League International Congress, in Houston, Texas. Mr. Samuel was the third-longest serving District Administrator in the Latin America Region, and from 2002-to-2005, he served on the Little League International Advisory Board.

Started his service to Little League as a founding member of Little League Baseball on the island of St. Croix 41 years ago, Mr. Samuel played a significant role in the formation of the St. Thomas-St. John district.

A Little League volunteer for more than four decades, Mr. Samuel served as a volunteer coach and later president of the St. Croix Plaskett Little League on St. Croix before his election as district administrator.

Mr. Samuel was an Army veteran and worked for U.S. Customs and Border Protection on St. Croix for 30 years.

During his time as District Administrator, Mr. Samuel was instrumental in growing participation in the Little League program throughout the U.S. Virgin Islands. Several divisions of Little League baseball and Little League softball are available to children (ages 5 to 18).

Mr. Samuel is survived by his wife, Mercedes, four children and three grandchildren. Funeral services have been planned for Dec. 30 at St. Patrick's Church on St. Croix.
