BONUS TIP
Pitch Counts and Mandatory Play
The Tournament Committee has received several protests in the
early stages of the tournament regarding pitch counts in the
baseball divisions, and mandatory play in those divisions in which
it is required.
It is extremely important, before the tournament progresses any
further, that everyone involved thoroughly review and understand the
two tips below.

Pitch Count (Baseball divisions only)
Each Tournament Director MUST designate an individual to keep the
OFFICIAL count for the all tournament games at all levels of
baseball. This person will track the pitches thrown per game for
each pitcher who enters the game. We encourage this individual to
update the managers of both teams as to the status of their pitchers
throughout the game. Everyone, including the opposing manager,
should strive to prevent a pitcher from exceeding the prescribed
number of pitches.
However, this does not relieve each individual baseball tournament
manager from his responsibility for keeping track of pitches thrown
by his/her pitcher. The team manager must be aware of the number of
pitches thrown, and is responsible for planning accordingly to
eliminate the possibility of a protest.
Overuse of a pitcher is basis for protest and may result in
forfeiture by action of the Tournament Committee in Williamsport.
IMPORTANT: ALTHOUGH THE TOURNAMENT AFFIDAVIT MAY LIST THE
DATE ON WHICH THE PITCHER IS ONCE AGAIN ELIGIBLE (IN TERMS OF DAYS
OF REST), A GAME REST MAY ALSO BE REQUIRED.
MANAGERS, AS ALWAYS, ARE RESPONSIBLE FOR KNOWING THIS.

Mandatory Play
The participants on a Tournament Team in the 9-10 Year Old Division;
10-11 Year Old Division; Little League Division; and Junior League
Division of baseball and softball must participate in each game for
a minimum of three (3) consecutive defensive outs and
bat at least one (1) time. There is no mandatory play for Senior
League and Big League baseball and softball.
For the purposes of this rule “three consecutive defensive outs” is
defined as: A player enters the field in one of nine defensive
positions when his/her team is on defense and occupies such position
while three consecutive outs are made.
The definition of “bat at least one time” is: A player enters the
batters box with no count (balls and/or strikes) and completes that
time at bat by making an out or reaching base safely.
Managers are required to fulfill the mandatory play requirements,
which have no exceptions, unless the game is shortened for any
reason.
