League Bulletin Board: News & Notes for the Quorum

With the player and volunteer registration ongoing, and tryouts happening soon, there is plenty that you will need to be aware of, so here is a list of items to keep in mind.

State-By-State Concussion, Child Abuse, and Background Check Laws: Little League® International has released new information from the Center for Disease Control (CDC) with regards to concussions, and a microsite that districts can add to their own websites for up-to-date information. For districts in Connecticut and Illinois, there have been significant amendments to their Concussion state laws since the last update in June 2015, so please review with your leagues before they begin play for the 2016 season. Also, please review your state-specific laws pertaining to Child Abuse reporting and Background Checks, which have been updated and are current as of mid-December 2015.

National Background Checks: Per Little League® Regulation I (c) 8 and 9, national background checks are required for the following positions: managers, coaches, practice coaches, Board of Directors members, umpires, and others, including equipment manager, field maintenance staff, scorekeeper(s), announcer(s), general volunteers, concession workers and team parents. There may be other positions within a league or district that would fit the “repetitive access” or “regular service” criteria. As a reminder, if umpires provide service to multiple leagues in your district, then each league is responsible for conducting a separate background check.

2016 ASAP Information: As Safety Officers complete the 2016 A Safety Awareness Program (ASAP) plan for their leagues, they are reminded that a copy of the plan is to be mailed to Little League® International (539 U.S. Route 15 Highway, Williamsport, Pa., 17701-0485) along with the 2016 Qualified Safety Program Regulation form. The deadline for Districts to complete the process regarding the District monetary incentive for early local league participation is Friday, March 11. The deadline for local leagues not participating in the District incentive is April 1, 2016. Districts and leagues will be notified about a new online submission process early in 2016. Plans submitted via e-mail will not be accepted.

ASAP Newsletter: The first issue of the ASAP Newsletter for 2016 is now available on the Little League website.

Tournament Fee Adjustment: Little League International has increased the tournament entry fee by $50 per team, beginning with the 2016 season. Leagues wishing to enter teams in any of Little League’s tournaments will now pay an entrance fee of $200 per team. One hundred percent of the money collected from the tournament enrollment fee goes directly to local leagues to help offset tournament-related expenses.

Game Site Selection for Tournament Play: If your district intends to host any Little League International Tournament games above the district level, by Little League Tournament rule, the host league must have an approved ASAP plan. Also remember that ASAP plans must be implemented before the season starts in order to qualify as an approved plan for the current year.
