Local league Board of Directors a prepping for registration with tryouts soon to follow. As your league gets ready for the 2017 preseason, here is some information and other items to keep be aware of.
New Chartering and Insurance Enrollment Process for 2017
Due to unforeseen circumstances in updating the Little League Data Center for the 2017 season, the convenience of chartering your league online is not available at this time. Completion and submission of a charter application and insurance enrollment form is the only method to charter and purchase insurance for 2017. Little League encourages leagues to submit their insurance premiums in full prior to January 1, 2017 in order to avoid a lapse in coverage. These forms are included in the Local League Resource Guide that has been mailed to your League President (that Little League International currently has on file). If your league has not receive its Local League Resource Guide including its chartering information, please contact your District Administrator or check with a past-League President. You are welcome to contact your regional office or Little League International, as well.

Many leagues are organizing and conducting player and volunteer registration with tryouts and the player draft soon to follow. The Local League Resource Guide and Little League University offer several items that can help your league efficiently and effectively market and manage these critical league operations.
NEW! National Criminal Background Checks Now Mandatory
New for the 2017 season, Little League Regulation I (c) 9 has been revised to state that all leagues in the United States are required to conduct background checks that utilize First Advantage Screening Solutions, or another provider that is comparable to First Advantage in accessing background check records for sex offender registry data and criminal records. For those leagues that have satisfied this regulation in past seasons by utilizing First Advantage, there are not additional expectations, since the First Advantage background check currently meets that standard.
Tax Exempt Status Reminder
It is the local league’s responsibility to submit a federal tax return to the Internal Revenue Service (IRS). Any non-profit organization that does not file the proper 990 Form with the IRS for three consecutive years automatically loses its federal tax exemption resulting in the organization's income becoming taxable and contributors being unable to report their contributions as tax deductions. This year's filing deadline is February 15, 2017. Please include the League I.D. Number and Employer Identification Number (E.I.N.) on the tax return along with the correct name and address of the current League President. Each separately chartered league, even if operated by the same board, is required to have its own E.I.N. and file a separate return. Forms and instructions are available on the IRS website at www.IRS.gov. The address where the tax return should be filed is: Internal Revenue Service Center -- Ogden, Utah 84201-0027.
It is also the responsibility of each league to furnish Little League Baseball® Incorporated with a copy of your league's annual financial report. This is a requirement of any league enrolled under the Little League Federal Group Tax Exemption and 501(c)(3) organizational status. There is a sample financial statement in the Little League resource guide and on the Little League website. Please be sure your League I.D. Number is noted on the financial statement. Little League® University On the Road
During the offseason, staff from Little League® International, along with district and league officials, are teaming up to offer a “Little League University On the Road” program in your area (formerly known as the Little League Roadshow). This training and education component of Little League® Baseball and Softball, welcomes local volunteers to a series of clinics and seminars in order to provide exposure and support to its chartered leagues. Learn to see if a Little League University On the Road is scheduled for a location near you on the Little League Calendar of Events or contact your local Regional Director for more information.
NEW! 2017 Little League® Umpire Registry
The Little League Umpire Registry will open in early January, 2017 for the upcoming season. The Registry offers Little League umpires an informative way to stay on top of their game. By joining, umpires immediately become part of a unique information network that provides an opportunity to stay current with rules and regulations, and offer suggestions that will continually improve skills.
Umpires can access the latest information on rule interpretations, regulations updates, and more. As a member, you will have access to the Umpire Registry website that contains resources such as the Fairball newsletter, a bi-monthly electronic publication that contains articles on rule interpretations, mechanics, and news concerning umpires; the current year’s rules, regulations and polices eBook; the Rules Instruction Manual (RIM); The Little League Umpire online presentation, and 60- and 90-foot Field Mechanics Manuals, along with direct access to articles, videos and quizzes available on Little League University.
As in years past, Little League will provide two free Umpire Registry registrations to each District. Ask your District Administrator to provide the registration codes to your league’s Umpire-In-Chief.
