District Staff Bulletin - March 2013
---------------------------------------------------------------

2013 Little League Awards Program: June 1 is the deadline for nominations for the 2013 Little League Awards Program. Information on the respective awards, nomination forms for the awards and highlights of past recipients are available here. Send your completed nomination forms directly to Little League International in South Williamsport, Pa. National Background Checks: Per Little League Regulation I (c) 8 and 9, a national check of the sex offender registries in all 50 states must be done on each volunteer with "repetitive access" to children. By using Lexis Nexis, the regulation requirement is met, and leagues also have access to an annual database of 270 million individual criminal records.

Background checks are required for:

- Coaches

- Practice Coaches

- Board Members

- Umpires

- Misc. positions

  • Equipment manager
  • Field maintenance
  • Scorekeeper
  • Announcer
  • General volunteer
  • Concession worker
  • Team Parent

Chartering and Marketing Toolkit: With many leagues currently registering players and beginning to play games, this is the time to direct leagues to the new Chartering and Marketing Toolkit Resource Page on the Little League website. The resource page provides leagues with information on how to enhance the experience for families, and provides input for board members throughout the season.

2013 ASAP Information: It's March, and in many places the 2013 Little League season has begun. Now is the time to do all you can to ensure the safety and well-being of your Little Leaguers. To assist in accomplishing your safety goals, here are some dates to keep in mind.

Safety Plan Deadlines and Incentives

  • March 13 is the Early Bird/District Incentive deadline for safety plans to be received and approved at Little League International. Some districts may have earlier requirements - start dates vary around the country and by state, and plans should be implemented before the beginning of the season.
  • April 1 is the final deadline for submitting your hardcopy ASAP safety plan to Little League International. As in years past, all safety plans must be submitted in hardcopy form, and must be postmarked by April 1 to meet the filing deadline. Electronic submissions are not accepted.

Registration Information: Districts should strongly encourage local leagues to submit regular season player registration/roster information and coach/manager data through the Little League Data Center by April 1, 2013 in accordance with the impending ASAP regulation that will be mandatory for the 2014 season.

Little League Coach and Umpire Resource Centers: Information and training items are continually being updated to the Little League Coach Resource Center. To access this free online product, click here. For more information on the Little League Coaches Toolkit, or to purchase your Coaches Toolkit package, click here. Umpires also have access to a similar free online training and education product available here.

Coaches Toolkit: The Little League Baseball and Softball Coaches Toolkit provides separate packages for Little League Baseball and Little League Softball, which include sport-specific training manuals, videos and other materials that will help both the novice and experienced coach.

2013 Little League Rulebooks Apps: The 2013 Little League Rulebook Apps provide all of the Little League rules for Baseball, Softball, and Challenger division with an easy to navigate interface including search capabilities and bookmark functionality. All Little League Rulebook apps are available in the App Store and Google Play Store, click here to download or text "Rulebooks" to 69302.
